After the approval of the promotion of the cabinet on the Rules 2025, the preparation for the promotion of officers and employees has started after nine years. First of all, officers and employees in the ministry will be promoted. For this, the General Administration Department is preparing the list according to seniority. The effort is that this process should be completed in June itself. There is a preparation to promote twice in a year and a half.
Rules will be notified by notified in a week
Promotion rules will be notified and implemented in a week. Departmental officials say that since we have prepared rules, we are also implementing them first. With this, all departments will also understand the process. There will be promotion of officers and employees at every level in the Ministry Seva cadre. Almost all the employees will be promoted. A departmental promotion committee will be formed for this.
List will be prepared based on seniority
If there are ten posts, the list of 24 people will be prepared on the basis of seniority in the event of January 1, 2025. Promotion will be given by determining eligibility from the new rule on the basis of service records. Sources say that most of the employees are getting the pay scale of promoted posts, so there will be no problem in this. The posts for promotion will be calculated according to the cadre.
Promotion will also be for the first reserved posts
First, 20 percent posts will be separated for scheduled tribe category and 16 percent for Scheduled Castes. The first promotion will also be for reserved posts. After this, unreserved posts will be promoted. It will include all employees. There will be a formula of qualification cum seniority on first class posts and seniority co -suitability for the remaining posts.
Promotion process will be subject to Supreme Court orders
The new DPC process will be considered conditional, as it will be subject to the final decision of pending cases in the Supreme Court. The GAD says that the government will also present its case on the court cases in the court and will file a cavity, so that no decision is heard in future.
Training will be given to all departments
According to GAD officials, the General Administration Department will first do its DPC. After this, training will be given to officers of other departments, in which information will be given about the following points. How to calculate the posts, interpretation of paragraph of new rules, compliance with class wise reservation system and The rules of merit and seniority will be explained.
How to benefit reserved class
The provision of 16 percent to Scheduled Castes (SC) and 20 percent to Scheduled Tribes (Scheduled Tribes) will be applicable at the cadre level. If the posts of reserved quota have been filled, then the person of the Aja/ST class can get a place in the unreserved category. In the future DPC, that post will be counted in the reserved quota itself.
Selection process for unreserved class
Two times + 4 candidates will be called for each post. As 10 posts are vacant, 24 people will be involved in the selection process. In the priority of filling the post, first Sess, then SC and finally the unreserved class will be taken. According to sources, 27 drafts were prepared before finalizing the promotion rules. Finally, after discussing with the Chief Minister and the Chief Secretary, the rules sanctioned by the cabinet will be notified. The GAD claims that this new rule ensures equal opportunity to all classes.
The number of reserved posts will be reduced
The new rule takes care of the interests of all classes. According to sources, the reservation prescribed in government services in the state will also be given in promotion i.e. 36 percent. The remaining posts will remain in the unreserved category. It also includes reserved class. After filling the post of reserved category, all will be included in the unreserved category. On getting promotion from the unreserved category to the reserved category officer-employee, they will be considered as reserved quota in further cadre calculation and later their number will be reduced in the quota.
Training will be done for promotion
‘Officers of all departments will be trained in relation to the process of promotion. Actually, many admissions have been made in the new rules, about which everyone will be told in turn. We are trying that in June itself, the officers and employees of the Ministry cadre will be promoted. Will again promote for the year 2026 in September-October. Thus, there will be promotion twice in one and a half years.
